As such, it is important to understand how policies can form part of the overall strategy that aims to improve health outcomes and minimize errors. Note that the health care policies are meant to create a safe, effective, equitable, and efficient environment for the treatment of patients and the families that supports them(HMC Architects, 2019).For this, the health policy research majorly concentrates on improving the accessibility to health care, the quality and cost of care, and the effectiveness of delivering health care (Tomayko et al., 2019). These policies are thus a true reflection of the public opinions and/or evidence-based data.

The policy that I choose to handle is the H.R.5551 bill-Ensuring Child Health Coverage Compensation in Divorce Act of 2020. This bill was introduced in the 116th congress on January 7, 2020, by Eleanor Holmes Norton (D-D.C.) to address the child health coverage compensation in divorce(Congress.Gov, 2020).For this, the bill requires the health insurance plans to allow custodial parents of children covered bythe plan of a noncustodial parent to access such plans without the approval of the noncustodial plan-holder parent(Congress.Gov, 2020).The bill also tries to permit the custodial parent to submit claims and payments concerning the covered services directly to the custodial parent without the approval of the noncustodial parent.

The development of the H.R.5551 was grounded on the fact that a child’s primary care is theparentsresponsibility.Unfortunately, the clarity on who covers certain expenses is still a misery especially in families where the parents are divorced or separated. This is especially common in cases where the child in question has a health condition that requires constant care and reliable health insurance (Huguenor, 2020). For this, I believe that there is an evidence base to support the bill because many noncustodial parents fail to take the responsibility of covering a child’s health medical expenses. Most of the time, divorce parents list their children on each health plan to maximize their benefits and also ensure that their children are insured (Depersio, 2019). Unfortunately, this is not always the case. There are situations where parents get divorced and children are left uncovered with health insurance by non-custodial parents who want to avoid their responsibility. It is important to note that children with divorced parents also need to enjoy their basic human right of quality health care.
