Issue report # 2Problem: The growing expenditures for government employees and the fiscal crisis in stateand local governmentsPolicy: Wisconsins new collective bargaining law: Under current law, municipal employeeshave the right to collectively bargain over wages, hours, and conditions of employmentunder the Municipal Employment Relations Act (MERA), and state employees have the rightto collectively bargain over wages, hours, and conditions of employment under the StateEmployment Labor Relations Act (SELRA).
